Todd Lyons Doubles Down on Deploying Masked ICE Agents During Migrant Raids

Masked ICE agents are becoming a hotly contested flashpoint in the national immigration debate. The agency’s acting director, Todd M. Lyons, confirmed that enforcement officers will continue hiding their identities during raids, despite a wave of criticism from lawmakers, legal advocates, and concerned citizens. In a recent appearance on CBS’s Face the Nation, Lyons said that although he doesn’t support widespread mask use, he will permit it to protect officers and their families.

Currently, federal immigration officers wearing masks is not an illegal practice, but many are questioning why these masked ICE agents take pains to hide their identities. Lyons pushed back on concerns about accountability and imposters, saying agents can be identified by markings on their gear. However, critics argue that vague insignia and masked faces make it difficult for the public to distinguish federal agents from impersonators.

Public Outcry Against Masked ICE Agents

Lawmakers in states like California, New York, and Massachusetts are pushing bills to ban the use of masks during arrests and require ICE officers to display proper ID. Supporters of these measures argue that federal officers should meet the same identification standards as local police, who must wear name badges and badge numbers.

Los Angeles Mayor Karen Bass condemned the raids conducted by masked ICE agents, saying unidentified persons jumping out of unmarked cars with rifles creates the appearance of “violent kidnappings.” Her remarks echo a growing chorus of officials who say the use of masks fosters fear everywhere, especially in Latino communities. In Chicago, video of masked ICE agents detaining a Tufts University student on a public sidewalk sparked protests and legislative calls for reform.

ICE Impersonators and Misinformation Risks

Critics also pointed to several reported cases of criminals posing as ICE agents. In North Carolina, a man allegedly used this tactic to kidnap and rape a woman. In Brooklyn, another suspect attempted to assault a woman after claiming to be with immigration enforcement. These incidents have led many communities to demand clear visual identification to protect vulnerable populations from similar copycat crimes.

Advocates also warn that opaque enforcement practices open the door to abuse. The New York City Bar Association cited the lack of transparency and called for an immediate end to mask usage. A coalition of 21 Democratic state attorneys general issued a joint letter to Congress last week, demanding legislation that would prohibit federal agents from concealing their identities during enforcement actions.

ICE’s Defense Amid Escalating Raids

Lyons says masks serve as a protective measure amid what he claims is a sharp rise in threats. ICE reports an 830% increase in assaults on its personnel compared to the same period last year. But critics say the agency’s own ramp-up of raids, with many targeting immigrants with no criminal records, has fueled tensions in the first place.

The Trump administration’s new immigration funding package includes $45 billion for expanded detention facilities and hiring 10,000 more agents. The goal: up to 1 million deportations per year. However, it seems that public opinion is now shifting against the lack of accountability. A new CNN poll found 55% of Americans now believe the president’s immigration crackdown has gone too far.

State leaders say the growing use of masks is about more than preserving officer safety. It touches on civil liberties and upends the basic right to know who is detaining you. Some officials, including city council members in California, have begun urging residents to call police whenever unmarked agents are spotted in public. Their concern: without ID or visible faces, no one can say for sure who’s conducting the arrest.
