President Donald Trump’s address to Congress last night highlighted five key policy areas, drawing a mostly positive but measured response from viewers. According to a CNN poll conducted by SSRS, roughly 7 in 10 speech-watchers reacted positively, though fewer expressed strong confidence in his leadership. While the audience largely aligned with Trump’s stance on immigration and economic policies, the speech did little to sway opinions beyond his core supporters.
President Trump’s Accomplishments Leading Up to Last Night
Before stepping up to the podium for his address to Congress, Trump had already shaped policy discussions on several major issues. His administration’s economic measures, particularly tax reforms and deregulation efforts, helped boost markets and employment figures. His tough stance on immigration, including stricter border control measures, remained a defining aspect of his presidency.
Trump also focused on trade, emphasizing tariffs as a tool to renegotiate agreements. His administration’s approach to foreign affairs, especially regarding China and the Middle East, has sparked ongoing debates. Meanwhile, his stance on government restructuring aimed to cut bureaucracy and streamline processes. These priorities set the stage for the themes of his address to Congress.
Key Issues Highlighted in Trump’s Address to Congress
Trump’s address to Congress focused on five major policy areas that have defined his leadership. Immigration remained his strongest point, with 76% of speech-watchers believing his proposals would take the country in the right direction. His tough stance on border security and enforcement resonated well with his audience. Government reform was another focal point, as he reiterated his commitment to reducing inefficiencies and limiting federal overreach. About 63% of viewers said his policies in this area would lead to positive change.
On the economic front, Trump emphasized job growth, trade, and deregulation. His proposals received a 62% approval rating from speech-watchers, though this was lower than his ratings on immigration. Meanwhile, his approach to tariffs and trade agreements earned more mixed reviews, with only 56% agreeing that his policies were beneficial. This marked his lowest-rated issue of the night, signaling that his stance on trade remains a contentious topic.
Foreign affairs also played a significant role in his address to Congress. About 61% of viewers believed his policies on international relations would benefit the country. His stance on Ukraine and Russia saw majority support, with 63% approving of his approach to Ukraine and 58% backing his position on Russia. However, a notable minority viewed him as too lenient on Russia (37%) and not supportive enough of Ukraine (33%).
Republican Viewers React Positively to Trump’s Address to Congress
The Republican-heavy audience responded with generally positive feedback, but the intensity of that support was lower than in past years. While 70% reacted positively overall, only 44% gave a “very positive” rating—significantly lower than Trump’s 2017 speech (57%) and Biden’s 2021 address (51%).
Confidence levels varied. Half of speech-watchers said they had strong confidence in Trump’s ability to provide real leadership. However, only 45% were very confident in his responsible use of presidential power. Just 40% expressed strong confidence that his policies would help people like them.
A significant moment occurred when Rep. Al Green protested mid-speech. The audience overwhelmingly disapproved, with 80% viewing his interruption as inappropriate. Speaker Mike Johnson ultimately had Green removed from the chamber.
Trump’s address to Congress moved some opinions but did not create a major shift. Before the address, 61% believed his policies would move the country in the right direction; after the speech, that number rose slightly to 66%. His approval rating among speech-watchers stood at around 60%, higher than his national approval rating, which remains underwater at 48% approval and 52% disapproval.
Did Trump’s Address to Congress Change Public Opinion?
Historically, presidential addresses rarely create lasting shifts in public sentiment. Trump’s address to Congress followed that trend, reinforcing existing views rather than significantly altering them. First-year addresses typically receive better ratings, but as a returning president, Trump faces a different political landscape.
Despite the mostly positive reception from his base, deep political divisions remain. The broader American public remains split on Trump’s leadership, and polarization limits the speech’s potential impact on national opinion.
