Sen. Ron Johnson suggested Sunday that President Obama's failed leadership has lead to the rise of the Islamic State.

In an interview with Jake Tapper on CNN's “State of the Union,” Johnson, who chairs the Senate Committee on Homeland Security and Governmental Affairs, blamed Obama's decision to not commit United States troops to the fight against the Islamic State for the failure of a strong coalition against the terror group to form.

“We need to have a more robust effort and we need to assemble that coalition,” the Wisconsin Republican said. “And the reason we haven't assembled them is because we haven't shown the leadership.”

“President Obama took off the table that same day that he declared the goal [to defeat the Islamic State ]… the very ingredient that was going to be necessary, and that's American troops on the ground,” Johnson said, adding that a large amount of troops isn't necessary, but “[W]e haven't heard out of this administration a real strategy to defeat ISIS.”

Johnson said Obama hasn't shown leadership to make other countries want to join the coalition against the Islamic State, especially Europe — which should be “more primed” to join the U.S. in the fight.

“The historic blunder of President Obama was leaving Iraq after all the sacrifice, after the stabilization of Iraq,” Johnson said. “We bugged out. And as a result that coalition disintegrated and ISIS was able to rise from the ashes of what was a defeated al Qaeda in Iraq. We have to learn the lessons of history,” Johnson concluded.
